What this city publishes
Republic of Croatia (state budget) publishes an economic classification (type of expense) for 100% of budget lines; we classified another 0% from the invoice description, and the rest has no category. 0% of lines carry a functional classification (area of life) and 100% an organisational one (office). 31% of payments are anonymised. Over the last 90 days, payments were published for 4 days.
Where the data comes from
Republic of Croatia (state budget) publishes payments from the single state budget account in the State Treasury application (otvorenigrad.hr). This site regularly fetches the same data through the application's public CSV export. Payments made outside the single account are not covered — HZZO, Hrvatske ceste, HAC, Hrvatske vode, HŽ and similar publish on their own websites.
What one row is
The state publishes monthly totals, not individual invoices: one row is the total amount one recipient received in one month from one institution, from one funding source, for one type of expense. The row's date is the last day of the month.
How the categories are made
Every budget payment carries official codes: the economic classification (what is being bought: energy, salaries, construction…), the COFOG functional classification (which area it serves: education, transport…) and the organisational classification (which office pays). Our categories translate those codes into plain language. When a payment is split across several budget lines, it takes the category of the largest line, and the detail view shows every line with its official codes.
Personal data
Payments to private individuals are published anonymised (marked "GDPR" or "Fizičke osobe"). We show those without a name and without a recipient page, and leave them out of rankings. Sole traders and other individuals carrying out a business activity are published in the source data and are shown as published.
Accuracy checks
After each fetch we re-export randomly chosen ministries with a server-side filter and compare the totals. The current month grows day by day until it closes; closed months no longer change. For official figures, check the source application.
Limitations
Invoice descriptions are taken verbatim (abbreviations, capitals) and only lightly tidied. Category names are our interpretation and may change. Payments published later for earlier days appear after the next sync. Some cities do not publish the functional or organisational classification, so there is no breakdown by area or office for them.
